James C. Capretta is a Fellow at the Ethics and Public Policy Center and a health policy and research consultant.

Mr. Capretta comments on a wide range of public policy and economic issues with a focus on health care policy, Medicare and Medicaid reform, U.S. tax and fiscal policy, Social Security reform, and global population aging. His articles have appeared in The Weekly Standard, National Review Online, The Washington Times, Tax Notes, The New Atlantis, Pensions International, and European Papers on the New Welfare. He is the author of “Global Population Aging and the Sustainability of Public Pension Systems: An Assessment of Reform Efforts in Twelve Developed Countries,” published by the Center for Strategic and International Studies in January 2007.

Before moving to the private sector, Mr. Capretta spent more than fifteen years serving in senior positions in Congress and the executive branch, most recently as an Associate Director at the White House Office of Management and Budget (OMB) from 2001 to 2004. At OMB, Mr. Capretta was the lead budget official for developing and implementing Medicare and Medicaid budget and regulatory policy.

Mr. Capretta is an Adjunct Fellow with the Global Aging Initiative of the Center for Strategic and International Studies and with Hudson Institute and served as a Visiting Lecturer at the Sanford Institute of Public Policy at Duke University in 2006.

Mr. Capretta began his career as a budget examiner at OMB from 1987 to 1990 after graduating with an MA in Public Policy Studies from Duke University. He graduated from the University of Notre Dame in 1985 with a BA in Government.
